2011年1月5日，国务院常务会议决定实施新一轮农村电网改造升级工程。会议提出，在“十二五”期间，使全国农村电网得到改造，基本建成安全可靠、节能环保、技术先进、管理规范的新型农村电网，是智能化电网的建设目标。

    On January 5th, 2011, the standing meeting of the State Council has decided to implement a new round of rural grid modification and upgrading project. The meeting has raised that modification of the national rural grids during “12th-five-Year-Plan” and basic construction of safe, reliable, energy-saving, environment-friendly, technologically advanced and standard management new rural grid are the construction objective of intelligent grid.
